He was previously serving as the Principal Deputy Assistant Secretary in that office. Prior to joining the Biden Administration, Dr. Nouri was the President of the Federation of American Scientists, a public policy organization focused on countering WMDs, addressing emerging infectious diseases, and crafting solutions to energy and innovation challenges. Under his leadership, the organization also tackled science denialism and COVID-19 misinformation by providing timely, science-based information to policy makers and to the public. Previously, Dr. Nouri served as an advisor in the U.S. Senate for nearly a decade, including six years for a member of the Senate Committee on Energy and Natural Resources. During his time in the Senate, he served in various positions including as an Energy and Environment Advisor, a National Security Advisor, and as a Legislative Director. Prior to that, Dr. Nouri served as an advisor to the office of UN Secretary General Kofi Annan where he developed initiatives to block biotechnology from being used to produce biological weapons. He earned a B.A. in biology from Reed College and a Ph.D. in molecular biology from Princeton University. He resides in Washington D.C. with his wife, Logan Gibson, and their two sons.

She conducts research in magnetic imaging, develops tools that measure nanoscale magnetic fields, and studies quantum materials and devices. Among other honors, she received a national Presidential Early Career Award for Scientists and Engineers, held a Packard Fellowship for Science and Engineering, received the William L. McMillan Award “for her fundamental studies of the superconducting pairing state, Josephson vortices, and the role of interlayer coupling in high-temperature superconductors,” she is a Fellow of the American Physical Society, and a member of the National Academy of Sciences. To honor her sustained commitment to teaching, the American Association of Physics Teachers awarded her the Richtmyer Award for Outstanding Leadership in Physics Education, and Stanford appointed her as the Sapp Family Fellow in Undergraduate Education. She was previously the Senior Associate Dean of Natural Sciences in the School of Humanities and Sciences and the Director of the Stanford Nano Shared Facilities. Prior to joining LanzaTech, Dr Holmgren was VP and General Manager of the Renewable Energy and Chemicals business unit at UOP LLC, a Honeywell Company. She was one of the key drivers of UOP’s leadership in aviation biofuels, and under her management, UOP technology became instrumental in producing nearly all of the initial fuels used by commercial airlines and the military for testing and certification of alternative aviation fuels. Today, under Dr Holmgren’s guidance, LanzaTech is working towards developing a variety of platform chemicals and fuels, including the world’s first alternative jet fuel derived from industrial waste gases. Dr Holmgren is the author or co-author of 50 US patents and more than 30 scientific publications. In 2003, she was the first woman awarded the Malcolm E. Pruitt Award from the Council for Chemical Research (CCR). In 2010, she was the recipient of the Leadership Award from the Civil Aviation Alternative Fuels Initiative (CAAFI) for her work in establishing the technical and commercial viability of sustainable aviation biofuels.
